SUMMARY OF DUTIES:

The Document Management Manager is responsible for supporting the continued rollout and refinement of Capital Delivery (CAPD) document management system processes and system (s). This position manages the Document Control Specialist Team—technical, operational, training, and compliance support. To ensure the CAPD and designated facility/departmental experts and management team system integrity, file accuracy, and ongoing system improvements are accomplished. In addition, serves as a subject matter expert, performs analysis, makes recommendations, and ensures the appropriate processes are applied with the correct level of detail. Responsible for implementing corporate, departmental, and compliance initiatives and improvements.



ESSENTIAL FUNCTIONS:

  • Assist the Senior Document Manager with establishing the processes and procedures for the processing and maintenance of project-related records and documents for CAPD.
  • Provides subject matter expertise and acts as a point of contact for user assistance with CAPD document management systems.
  • Is responsible for performing specialized duties involved in processing and maintaining CAPD records and documents for the Capitol Delivery Department. Routine duties consist of classifying, indexing, storage, backup and retrieval of active and archive department documents.
  • Maintain strict document version control standards for all CAPD documents.
  • Provides management and leadership of document control specialist (s).
  • Provides technical training and operational support to designated experts and document management team to ensure changes and enhancements are communicated effectively.
  • Works with Senior Document Manager and Digital Technology on requirements definition, system testing, maintenance, data recovery and operational support.
  • Ensure all retention policies are met for storing CAPD documents and correspondence.
  • Report to Senior Document Manager key metrics relating to document management.



MINIMUM QUALIFICATIONS:

  • Bachelor's degree in business administration or equivalent. A combination of education and experience will be considered.
  • Experience working in a large organization in an industry heavily regulated for document management.
  • Strong knowledge of Electronic Document Management Systems, Document Control Tools, Regulations and Procedures.

PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree required OR equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
  • 7-10 years of relevant experience preferred
  • Demonstrated experience of data management business systems such as SharePoint and document management systems such as Masterworks, Procore, Unifier or equivalent.
  • 5 years of relevant work experience (8 years of relevant work experience in lieu of degree), including 2 years managing document control personnel and systems.
  • Multi-disciplined engineering or mechanical experience in a transportation company.
  • General knowledge of FRA regulations, Railroad Operating Rules, OSHA regulations, AAR Rules, general maintenance practices for Amtrak cars and locomotives and other applicable codes and standards.
  • Construction industry experience, including managing submittals and transmittals.
  • Familiarity with quality management and conformance to ISO-9001.
  • Document Control or Records Management Certification.

  • Constantly or frequently sits, stands, walks, and may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).
  • May be required to travel to and work in any Amtrak facility assigned within region and infacilities outside of assigned region as needed.
  • Required travel approximately 25%.
  • Mental Demands:

  • Constantly communicates, comprehends, and responds to verbal statements and instructions, both orally and in writing.
  • Frequently acquires new knowledge, skills, and tasks, both complex and simple, in order to maintain effectiveness in position.
  • Frequently resolves problems with conflicting priorities in cognitively demanding situations.
  • Frequently reads and analyzes hard copy and or computer screen material and writes reports as appropriate.
  • Conducts in person and/or telephone dialogues as appropriate in order to manage and conduct the flow of work.
  • Working Conditions:

  • May be required to work extended hours and may be required to be on-call and available during testing/implementation.
  • Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.
  • Frequently handles multiple projects simultaneously.

Must have excellent oral and written communication skills.

The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
